If TfL weren't so bloody prissy about such things, might it have been
a good time to install LED blinds which could have changed themselves
at the same time as the announcements that currently (until today, at
least) say things like "This is a Circle Line train via Liverpool St
and Paddington"?

I think the "prissiness" only applies to buses, as several varieties
of LU stock have LED destination displays. It's probably just the cost
(particularly as the C Stock will be scrapped in a few years anyway).
