[Given that page's walk is the original connection between the district
and the bakerloo, how did passengers get from the substation entrance
(on the bakerloo side) to the arched doorway - presumably it didn't
involve that ladder?]
From the Platforms, the passageway made an incline and took the 15 steps, turned right and took another 9 (I think) steps that led to a basement booking hall for the Bakerloo line. This in turn took more steps to the Distict Booking hall area, as they both shared the same building entrance & exit.
It looks like the substation was built well into the basement booking hall.
