From the Platforms, the passageway made an incline and took the 15 steps, turned right and took another 9 (I think) steps that led to a basement booking hall for the Bakerloo line. This in turn took more steps to the Distict Booking hall area, as they both shared the same building entrance & exit.
It looks like the substation was built well into the basement booking hall.

According to the text, this - the arched doorway in the air (on the
upper right of the second picture) - is the only way to the district
