A dangerous assumption, I'd have thought. A reversing Circle line,
like a reversing Wimbleware, could use either of the centre platforms
to reverse, one of which requires use of one of the footbridges.
They can use either, but since the change are definitely timetabled to use
the defined platforms, and the platform signage at Edgware Rd was changed to
reflect this. Presumably when they can't be platformed correctly (during
service perturbations) it is considered better to enter the station than sit
in the tunnel.
