(a)by the Secretary of State (unless it is a television licence)

Nice and accurate. I hold another licence, issued by Ofcom, on behalf of
the Secretary of State.

That licence allows me to:-

establish and use
stations or install and use radio transmitting and receiving
apparatus for wireless telegraphy in accordance with the terms
conditions and limitations set out in section 2 of this licence.

It's clear to me that this licence covers the use of the TV. And under
the 1949 act, it overrides the requirements for a TV licence. :-)
