Default No Tube Strikes In January - RMT

http://www.bbc.co.uk/news/uk-england-london-12159889

I wonder what the thinking behind this is?

Could it be that the four strikes held between September and the end
of November have not had the desired effect, so there is no point in
continuing with the campaign?

If not, does anyone else have any theories?
