Default Liverpool Street and BZ2

Whilst we're on the subject of boundary zone tickets, I occasionally
need to go to Chelmsford. At Liverpool Street I usually ask for a BZ2
to Chelmsford ticket but my request usually gets refused as I'm told
that there is no stop in Z2 from Liverpool Street towards Stratford. I
seem to recall reading that there's no requirement for there to be a
stop for a BZ tickets (unlike named stations), but have never felt
like arguing the toss for such a small amount. Who is right in this
case?

You are - as long as you present your existing travelcard valid in zones 1
and 2. You cannot just buy a BZ2 to wherever - it is a specific sort of
excess fare.

When using an BZ extension there is definitely no need for the train to
call at a station at the boundary - that's the whole point of them being
issued from a BZ rather than a station, after all.

Just to say, I concur with all that - perhaps the OP might like to send off
a quick complaint to NXEA, it's just remotely possible that word might reach
the front line so they are made aware that they're not doing it right.
