Passengers making journeys to beyond the Oyster area are using PAYG to
enter the system in London and hoping that they will not get caught
between the London boundary and their destination.
It should be possible to make a list of all the people who are doing
this every day. And then treat them differently from those where it's
once a month (or less frequent). Ultimately, suspend their card and make
them come to a ticket office to explain themselves.
