The Big Red Book advises on page 48:

What if a passenger offers payment and you don¡¦t have
enough change

¡E You could ask if another passenger can
help with change, but you don¡¦t have to
¡E If another passenger can¡¦t help, let the
passenger travel and issue an Unpaid Fare
Notice (UFN)
