Default Funny tram sign

The sign seems to be telling any tram coming down Canning Road that it
is allowed to turn left, but there have never been any tram tracks in
Canning Road. Is this just a mistake, or is there some legal reason for
that tram sign being there?

I would have thought a "no entry" would suffice. Surely road signs as we
know them do not apply to trams using off-road tramways, so they could
go through a "No entry" with impunity.
