Surely road signs as we know them do not apply to trams using off-road
tramways, so they could go through a "No entry" with impunity.
At a similar junction in Nottingham they have "No Entry - Except Trams"
http://goo.gl/maps/z6jOo
Plus an "Ahead only" for road vehicles on the traffic lights.
