The easiest way would be via the lifts/escalators on platforms 13/14.
However, these are now behind a ticket gateline, and I don't think it's the
same gateline as P15-19. The alternative is to use the escalators up into
the shops that are also on the "raft", but you have to exit via Ecclestone
bridge to get to the taxi rank. From the P15-19 gateline it's around 300m
walking with an escalator ride in the middle.
