No.

They are building the station box not the station. When TL re-opens as a
through route after the possession you coreectly describe, TL continues
with operationas it is now, the exisitng KX TL, not any new station.

The new station is not due to open until 2007 when SP opens for CTRL.

What the item in Modern Railways says is that SRA has yet to find the
funds for equipping to new TL station. No funds = no station. No
station = no 12 cars. etc. etc.
