Transport against London *is* the highway authority.

That the operator/regulator of a particular class of transport has the
ability to elbow all other road-users aside, giving preference to its
own vehicles, is outrageous.
There is no-one with a brief for the needs of travellers in or one other
road-modes. Car-users, in particular, are treated abominably in London.
If this were a private company (Stagecoach, for instance) the usual
suspects would up on their hind legs braying of corruption.
Highway authorities should be kept quite separate from PT authorities,
as well as being given a clear duty to cater for all travellers and to
maximise capacity within their budget.
