Which rule is he breaking? As he says he buys a single zone ticket,
makes one single journey on 1 train and gets off at a station in the
correct zone. At no time does he leave the zone or get on more
that 1 train.
If he buys a Zone 1 single ticket, it is available for "a single London
Underground train journey from the station where it is bought to any
station within the fare value shown on the ticket". As Paul Corfield
said earlier, Gloucester Road is not a destination listed at Gloucester
Road for journeys starting there, for any fare value. Also, you have to
travel by "any reasonably direct route", which going all the way round
the Circle certainly isn't.
On the other hand, Gloucester Road to Gloucester Road would appear to be
a valid journey for a Zone 1 Carnet ticket, which is available for a
journey "starting and finishing within Zone 1", and without any
constraint on the reasonableness of the route chosen.
