No, it isn't.

Thought so, but I've frequently been told that an LUL
ticket from Z1 to Ealing Broadway *is* valid on that
part of the GW Main Line. This wasn't by people who
should know, but I've been told it several times over
the years and have inadvertantly done it myself (getting
on a train at PAD and getting off at EB with only
a LUL ticket).

*Does* the line from Paddington to EB have the same interop
status as say Amersham-Marylebone/Baker Street, or Gunnersbury-
Kew Gardens, or Kings Cross-Finsbury Park ? Maybe it should.
