Sorry if this sounds flippant, but what are 'discrete services' ? Trains
that no one knows about ? Or do they just run very quietly ?

You miss out the rest of the sentence which clarifies:
'......an increased role to the Mayor on discrete services that lie
entirely, or almost entirely, within the GLA boundary.'

Broadly equating to what were known as 'Inner Suburban' services?
