But you don't have to report the accident (to the owner of the cat or the
Police). You do have to report the accident if you injure a person, or a
dog.

This is true. What I find interesting is the obligation to assist an injured
cat. Is this just a myth, or is it really the case that an injured cat has
more rights when it comes to obtaining assistance that an injured human?
