Default off street parking

I live in a standard victorian terrace in a street with permit
street parking in London. I would have just enough room to park a
little electric car such as a Gwiz in front of my house so that I
could charge it at night. How and to whom do I need to apply to seek
permission to lower the curb and create a space? What are my chances
of succeeding?

In my borough (Hounslow), applications for dropped kerbs are handled by
the planning department. Generally they do not allow them if it would
mean the loss of a residents' parking bay. I suggest you phone your
local borough's planning department and seek their advice.
