That depends on the purposes. It's a county for the pruposes of the
Parliamentary Boundary Commission, for example,

There used to be such things as "Parliamentary Counties" for some
Boroughs: Norwich, Bristol, Exeter, and Nottingham.

I think it would have been better not to have opened this can of
worms.
