Default Reasons for delays

In message , Chris

On the tube, why are there only a finite number of reasons for delays with
very little explanation (and often different reasons at different stations)?
Does anyone have a complete list? So far I've got:
* Passenger action
* Person under a train
* Signal Failure
* Failure of safety equipment
* Late finish of engineering works
* Earlier delays
* Staff shortage

There isn't a definitive list.

I try to come up with the best factual reason based on the information I
receive, without making it sound too technical. For example, nobody
really needs to know that a block joint has failed ahead and we are
proceeding under rule - a signal failure is quite adequate, but that
could also cover a failing train stop, a failed green/red aspect and so
on.
