Default Oyster pre-pay on Buses from 2 January

I don't think any shopkeeper is obliged to sell you anything if they
don't want to, are they?


Except they have a contract with TfL and I'm sure keeping old stocks back
to sell at a huge profit could backfire on the agent if TfL found out. Do
the pass agents have to pay for their stocks of Savers in advance? It's a
pity the sale of Savers don't have to go through the system used to issue
Travelcards and Bus Passes as there could be no cheating that way.
