But it seems the flaw in the system is that the agents have stockpiled the
tickets in readiness for a £1.80 additional profit after 2 January. To me
the auditing of stock supplies and sales to the pass agents isn't properly
controlled, what should happen is that sales ought to pass through the same
system used to issue Travelcards and Bus Passes.
