I believe that *is* planned. The quote I gave was the answer to the
following question:

"Given that it is unlikely that national rail in London will be part of
the TfL fare structure by the time Oyster Pre-Pay capping is expected to
be activated, what 'travelcard' price points do you expect to offer on
Oyster Pre-Pay cards given that, unlike magnetic tickets, Oyster Pre-Pay
will still not be valid on national rail journeys in London?"

It just asks about Travelcards, in reference to National Rail.
