Me and my mates discussed this once (whilst standing on one of
them wating for the rest of the group to arrive) and we decided that
the Fire Service are expected to remove the paving slab in the event
of a fire, thus creating the outlet for the smoke.

The slab is designed to be smashed rather than removed
