I doubt it, though I could be wrong, but I don't see any strategic
advantage of having a man in England.

Just speculation on my part but he was in New York until January of
2001, the year of "9/11". The only reason I bring it up is because the
London bombings were similar; both bombings involved a simultaneous
"training" exercise.

Seems likely he ran covert ops in the subway bombing.

This looks like a recently hatched plot to bolster Britain's flagging
support for the coalition of the (un)willing, similar to Madrid's
which suffered severe blow back.
