Circle shuttle, between where and where?

Although I'm beginning to think that the BBC Reporter thinks "shuttle"
means "reduced" rather than "back and forth".
Maybe it means that the passengers have to get out and fix the underside of
the thing before they can arrive at their destination?
Ho ho!
And with both shuttles your destination can be the same as your
departure point.
