It's not just the Z1 fare. From the TfL press release:

"Outside Zone 1, the cheapest cash single fare will increase to £3
from £1.30 but the comparable Oyster fare will be reduced from £1.10
to £1."

So even going from South Ealing to Northfields will cost £3 if you buy
a paper ticket.
