What about passengers landing at Heathrow - will they be able to
buy a travelcard there? Presumably if the Piccy line isn't
operating, then the LUL station wouldn't need to open - if so,
where would the punters get their travelcard?

The Piccadilly Line *is* open between Acton Town and Heathrow; I
therefore presume that the ticket-office will be open and that
landing passengers will be able to obtain Travelcards there.

On the last such weekend, LU staff at the entrance to the station were
advising passengers what to do, and advised those heading for central
London to buy a Travelcard at the LU station and then walk round the
corner to catch a HEx.

Note that passengers should not expect to be able to buy just a
Travelcard at the HEx ticket ofice. People who turn up at the HEx
station without a ticket are likely to be regarded as HEx or Connect
passengers, amd will be sold a normal-priced ticket for those services.
