That's so they can arrange to take your picture as you collect the refund.
And don't forget, they photograph everyone as they buy the oyster card so
they already have your picture (probably)

You have to specify the station, so that the local computer at that station
is updated, so that it is able to transfer the credit onto your card.
If each gate had to check with a central computer before allowing u thru,
the system would be too slow, hence the distributed network.
