The jubilee line gate is set for interchange therefore it does not set a
new journey if you are already "in" the system as per your example.
Yes you can use the main line between Stratford and Liverpool St.
I see no reason why the journey you describe should not work as one full
journey with the Z13 Oyster fare being deducted on exit at Liverpool St.
It's also worth noting that there are Oyster validators on the Central
Line platforms at Stratford (or at least there were last time I went
through), so you might want to touch in there as well, just to be on the
safe side.
But they might (and I don't know for certain) set the journey as exited
which would cause an interesting conundrum at Liverpool St. This is
because they usually do the opposite to the last entry or exit
transaction. The OP would have entered at NOG and "interchanged" not
exited at the JLE gates. Now it is possible that the validators are NR
platform specific at Stratford so Liv St bound are always entry and
those to Ilford etc are always exit. However that is not my
understanding of how Oyster validators work.

If only there was an official explanation. I shall have to see if I can
elicit one.
