Not any more. You'd be surprised how close to traditional
monochrome printing costs full colour is these days.
I work for a printing firm. I know how much more than b/w we charge
for colour.

Possibly. We've marked ourselves as a premium service for some years.
Actually, in fairness, I don't know how much we'd charge for job like
this - it's way beyond what we usually do; it's not within the area in
which we specialise.
