Interestingly I recently went for a job interview with Metronet that
might have been involved with some if this - but I didn't get the job.


The Metronet release appears to only refer to the new sub-surface stock.
I wonder if this off site testing is also to avoid interference issues -
or to determine what those issues might be before letting one loose on
the network. The Victoria line - also Metronet new stock - is a self
contained entity but the surface lines are not without connections to
all parts of national rail lines amongst others. Theres a whole host of
issues to be resolved.
