Not really, special arrangements are made, they get platform and
lounge space for themselves, the first class coach or section of
cabin is for their use only. That can hardly be sensibly referred
to as using public transport in the sense that everyone else does.

It used to be possible for anyone with the necessary cash, to hire an engine
with a coach or two for a private journey, but I guess thats no longer the
case, as virtually none of the comic "railway" companies now have any
engines, apart from EWS, and coaches are getting as rare as hens' teeth,
especially on Last Great Worsen for journeys from Bath to Bristol......!
