You've misunderstood.

Each line represents a double track.


So where are the "connections from the fast lines to the slow lines
just south of where the Met line splits into the Watford and
Rickmansworth routes" described in the message I cited? Is it just a
mistake? (South being left on the above diagram.)


You've misunderstood. The junction in question is the left of the two
stars on the top line. It's being moved south - further left.

Look on Google Earth or maps.google.co.uk - the layout is quite obvious.
