Because there are no long, open-air, sections of line,
which would otherwise allow the trains to sit in cold
air at stations for long periods of time,
and bring cooler air into the tunnels, et cetera.

In the last Vic timetable I saw, every train was scheduled to spend some
time in the open air at Northumberland Park depot every third round trip...
but maybe they don't open the doors! Maybe they should be ordered to...
