Network Railcard's cannot be bought online, nor would they be
available at Ipswich as that is *outside* the Network Railcard area -
as is shown on the Network Railcard map here (PDF):

You should be able to purchase Network Railcards from any staffed
National Rail station in the Network Railcard area. They cost £20 for
a year, and you don't need any proof of ID or photo, you just need to
fill out the application form that's contained within the Network
Railcard leaflet.

Bear in mind that the Network Railcard is apparently rather unloved by
many of the participating TOCs, hence they don't go out of their way
to promote it - which presumably explains why it isn't available for
purchase online.
