Zones 2/3 - it's confirmed in the 2008 fares leaflet:

Previous Zones A, B, C and D become Zones 7 (A & B), 8 (C) and 9 (D)

Acton Central – Zone 3
Bushey – Zone 8
Carpenders Park – Zone 7
Hampstead Heath – Zone 2
Watford High Street – Zone 8
Willesden Junction – Zones 2/3
