I don't think you've thought that one through. As a significant portion
of people who do not ride bicycles on metalled roads say they would if
it wasn't for the dangerous motor vehicles, your argument logically
extends to banning all motor vehicles. Indeed, there wouldn't be any
cyclist / vehicle accidents then.
