Why don't they just reverse at City as the 465s do at the moment
occasionally?

Following the closure of the Moorgate branch, the 6-8tph which currently
terminate there will need to find somewhere else to go, to avoid
reducing the frequency on the Bedford line. Rather than increasing the
number of movements south of Blackfriars, the plan is to link some of
these up with the trains which currently terminate at Blackfriars /
City. This also conveniently increases the number of trains through the
Thameslink core to around 16tph (Key Output 0) in preparation for
lengthening to 12 carriages (Key Output 1). The full 24tph will then
follow by 2015, with the increased range of destinations.
