That's certainly not the primary purpose of the new ticket gates,
which is to tackle ticket-less travel - limited future acceptance of
Oyster PAYG on FGW trains out of Paddington is more of a by-product of
this.
Take a look at this map of Oyster PAYG routes on National Rail
(PDF)...

....and you'll see that the main beneficiaries will be those travelling
between Ealing Broadway and Paddington. FGW did start to accept Oyster
PAYG for journeys between Greenford and Ealing Broadway at the
beginning of this year, but not at intermediate stations. I'm not up
to date but I *think* the plan is for those stations south of
Greenford to be kitted up with standalone Oyster readers, which would
mean Oyster PAYG could then be accepted for any journeys between all
the stations served by the Greenford - Paddington service.
