While the current insanity prevails at Bank, it would be very helpful

This would be helpful anyway, but it's not going to happen because of
what is happening at Bank - it will happen as and when Southeastern
and Southern eventually agree to accept Oyster PAYG.

A decision has been made to block the only current PAYG route (DLR)
into Bank, so if decisions can be made to block passageways that are
unaffected by the works, surely decisions can be made to provide an
alternative PAYG route.

Just like they could have been made to allow PAYG between London
Bridge and New Cross/New Cross Gate during the ELL closure.

You're forgetting that buses that can't cross the river are a
perfectly adequate replacement for the ELL (in the strange world of
TfL).

Actually, I wonder how the Oyster readers at the New Crosses are
currently programmed? Still, there would be a problem at the other
end.
