Even with all the closures?

Bear in mind that the unnecessary closures which are causing most of
the problems are nowhere near the work.

But the bit they are working on is surely closed.

Which is why I said "the unnecessary closures which are causing most
of the the problems" rather than "the necessary closure which is
causing some problems".

If they've closed some bits of the station that are nowhere near the
work, that may inconvenience some passengers [1]; but probably have
little effect either positive or negative on their ability to work
elsewhere in the station during the day.

Closing the part *near* where they are working must surely be helpful in
allowing all-day working.

[1] Unless opening them would in fact have a worse effect.
