The way it works here is if they wrote down your Vehicle Id Number or
license plate number, the VEHICLE has been ticketed. It just goes into
the computer and bingo your vehicle is 'listed'!
And where is "here"? Since you're posting from a PST time zone, your
advice may not be relevant to London.
AFAIK
, in the UK the penalty charge notice must be attached to the vehicle
or handed to the driver.
