Well I take your point but I think it is sensible that it is properly

As built it has two exits, one on Powis St and one on Woolwich New
Road adjacent to the railway station, about 70 metres apart as the
crow flies, and about double that walking, with only one not-that-busy
road to cross. The obvious cost reduction would be ditching the Powis
St exit and moving the plaforms a short distance east to by the
railway station, presumably saving a large sum of money in terms of
cut-and-cover tunnelling and station fit out. I'm surprised they
didn't.

There'd be no
point building it and having the station stuck across a dual carriageway
road (by the actual Arsenal itself).

I'd advise you don't look into where they're putting the Crossrail
station then.
