I think a plausible scenario is:
- Cambridge/King's Lynn/Peterborough fasts: 5+5 car IEP to King's
Cross
- Cambridge semi-fast/Welwyn stopping services: 12-car Thameslink
- Hertford Loop: High-frequency semi-segregated service to Moorgate
