access to whatever was behind left as it was. Or sling a platform across the

This ignore that the building is part of a huge high-ish rise
development that covers the whole block. My guess is it was done for
aesthetic reasons to make it fit into the streetscape a bit better -
it's the kind of thing that planning committees routinely request.
