Legal vehicle?
Can these vehicles (looks like some kind of cherry picker) be legally
driven on the public highway?

there are exemptions to usual vehicle rules for things like steam rollers,
road repair vehicles and the like so I expect it would come in that lot.
But surely they should have some safety gear on like a hard hat and
hi-vis, at least?
