Park seem to be accepting PAYG, so I would imagine the issue is at

Note that there are quite a few stations in London which have oyster
readers that give a green light to an oyster card (whether season or
PAYG) where Oyster PAYG is not yet valid. Most FCC stations beyond
Finsbury Park are a prime example.
