Short-term promotions are allowed, but anything else should be made available to all -- or at least that's the idea. The government was running a consultation about this recently to see if it still needs to be the case. You might be thinking of the journey planner Code of Practice that does allow a TOC site to show only (or prefer) its own trains and sell its own tickets if it's made clear to the customer -- but nobody to my knowledge has done this without having another way to get all the other trains and fares except Heathrow Express, and they may not be covered by the same rules.
