Does anyone know what the lights and the apparent changeover of tracks
is about just outside Holborn station going East into the station on
the Central Line?

Going eastwards, you first encounter the exit from the central
reversing-siding, followed by the eastbound platform of British Museum
disused station.

IIRC there are no platforms...

True, the platforms themselves have been removed, so floor level is the
same as track level instead of a certain height above it.
